I think my neighbor is a victim of domestic violence. Can nonrelatives make a report?



Article 4(1) of the Act on Special Cases Concerning the Punishment of Crimes of Domestic ViolenceDomestic violence is a crime, not the private affairs of another family. Therefore, anyone who has become aware of domestic violence may report it to an investigative agency (such as the police).



Article 4(2) of the Act on Special Cases Concerning the Punishment of Crimes of Domestic ViolenceThe following persons must file a report immediately upon learning of the criminal domestic violence.Mandatory Reporters of Domestic ViolenceEmployees and heads of institutions in charge of the education and protection of children Heads of medical institutions and medical personnel in charge of the treatment, etc. of children, senior citizens aged 60 or more years, or persons who lack normal judgment Employees and heads of welfare facilities for senior citizens, welfare facilities for children and persons with disabilities Professionals and head of a support center for multicultural families International marriage brokers and their employees Crew members of rescue and first-aid units Public officials in exclusive charge of social welfare Employees and heads of healthy home support centers



A counselor, etc. of a child counseling center, domestic violence counseling center, or sexual violence victim counseling center, etc. must immediately file a report if they become aware of criminal domestic violence through counseling with a domestic violence victim, etc., unless the victim explicitly objects.Article 4(3) of the Act on Special Cases Concerning the Punishment of Crimes of Domestic Violence



Article 4(4) of the Act on Special Cases Concerning the Punishment of Crimes of Domestic Violence No one shall accord any disadvantage to any person who has reported criminal domestic violence on the grounds of such reporting.
